Freeport: The City of Adventure

I've found this to be the best RPG supplement I've bought. Compatible with Pathfindinder and D&D 3.0 and 3.5, it is a city that can be easily dropped into any campaign. Even individual shops in Freeport can be used in isolation.

The way they do this is with what we software engineers call an "interface". Instead of naming the god of War, throughout the book, it just says "the god of War". So whatever the god of War is in your campaign, you just substitute that. Nearby cities are referenced in the same way instead of being given a specific name.

The book is divided by city district, and each district and the buildings therein are chock full of adventure ideas. Even the local inns and taverns have secrets to discover!
