U.L.T.R.A. Force

In his landmark 1965 Paper entitled “The Joint Evolution of Man and Technology,” cultural anthropologist Dr. Denton Eisner proposed the concept that as meta-human power levels rose, human technology made great, unprecedented leaps in power along with them.  

This technology seemed to circumvent numerous laws of physics, and leap-frogged current theories and knowledge by decades at a time.  Eisner felt that whenever mankind’s raw, physical potential was unnaturally boosted to “meta”  levels, “normal” man’s innate technological affinity evolved to catch up, and even the odds.

Although unproven and controversial, his theories presented another source of potential destruction for the world.  Whether through uncontrolled super powers, or meta-technological weapons, the earth seemed poised on the brink of disaster.  It was clear something needed to be done.

That something was U.L.T.R.A. - The United-Nations Liaison for Threat Response Activity.  A secret joint committee, U.L.T.R.A. was created and funded by all UN member nations.  Their mandate: to protect citizens of the world from global threats involving meta-humans, meta-technology, and  other dangers of great magnitude.

U.L.T.R.A.’s first act was to establish the Epsilon Protocols, which laid out the U.N.’s position on international law and super powered activity.  Although a through understanding of the intricate legalities of international law is required to fully absorb these protocols, three of the more important points are as follows... 

1. Building on the research of Dr. Denton Eisner, general power levels were establish to ascertain the threat poised by meta-human abilities, or meta-technology that mimicked such abilities. These are ranked Class 1 through Class 5. Class 5 threats involve power or technology of such magnitude that they can destabilize an entire country, or jeopardize the entire planet.

2. According to the protocols, any nation, person, or political entity who knowingly sends an operative, representative, or meta-technology of power level 2 or higher into a sovereign nation’s borders without said nation’s approval is committing an act of war.

3. In order to enforce these and other aspects of the Epsilon Protocols, U.L.T.R.A. shall be both empowered and required to maintain a multi-national task force, composed of members and technology from all signatory nations.  

Thus was born U.L.T.R.A. Force.  Using the world’s most sophisticated technology, intelligence networks and training, U.L.T.R.A. Force is humanity’s last line of defense against those who would use great power to dominate their fellow man.
