He is more about form than function, where the contract as written is more important than the intent behind it. He is about the rigid following of the bureaucracy rather than what is better for anyone involved.
It is believed that the belief in the bureaucracy is what accidentally created him. He was not and did not seek out ascension. It was thrust upon him as the greatest embodiment of the force in all the realms. Somehow this lead him to accumulate all this power from the belief, the inertia and friction, and the fear of his domains. He was empowered and eventually was lifted up to divine status from this. His is a likely unique tale of accidentally becoming a god through the power of believing and being a perfect example of the red tape. This is a role he has fully accepted and absolutely excels in.
