The watch post against the Atragar, the Grey Dwarves populate this town with men only. In a strange move for them, they have declared this town off-limits to dwarves.
In the year 524, King Tordek Clawbreaker of the Grey Dwarves declared that the city of Khamar would be peopled by humans only. The dwarves living there moved to other cities in the Kingdom. King Tordek sent emissaries to the Selentines and the Atragar to advise them that they still laid claim to the city, and that the humans living there were citizens of the Kingdom. Somehow, the emissaries to the Dark Forest came down with dreadful head-colds and were unable to travel.
No official word from the King has ever been given on the reason for this change. Khamar has benefitted from it, as more travelers come to the city to trade and delve for information, even now - 220 years later.
The people of Khamar are fiercely loyal to the crown of King Tordek. He has ensured that the city has enough arms and gold to hold the city against any army and to feed itself, even in the worst of famines.
The farmers living in the areas outside the city walls send caravans groaning with the weight of their harvests to the other cities in the Kingdom, as well as trading with the men of Derridon, Upway, Greenweigh and the Temple of Iris. They used to trade with Zhoran, but have avoided the place since it was struck by plague.
