Ilnyr is one of the busiest inland ports in Etheria. It sees ships from the free cities of Lauredor, from up the Great River, and overland caravans from Siria, Elvallie, the Atragar, the Grey Dwarves and even occasionally from the Orcs of Kor. It is fiercely independent and the site of many plots and intrigues.
Ilnyr is influential enough that the common calendar of Etheria is based upon the founding of this great city.
Ilnyr is situated at the juncture of the Landsplit River, on the north bank of the Great River. It lies on a great plain, in the shadow of the eastern end of the White Mountains. The terrain around is gently rolling hills that slope down to the two rivers.
Ilnyr is ruled by a Syndicracy-Hierarchy.
Currently, the city is ruled by Elgin Granitegrip, a noble human male. He is nearly fifty years old, and still immensely strong. He was elected two years ago, to a six-year term.
Assisting Elgin (and to some extent, controlling him), are The Council of Nine. "The Ninth", as they are known in town, are the nine most influential and powerful clergy, merchants, and guild masters. They are:
Serina Lunaril, High Priestess of the Temple of Iseldel, Goddess of the Moon. She is a human female, and the representative of the church of Iseldel. She owns the largest block of warehouses in the city, giving her the voice of the other warehouse owners.
Theodare Blackhammer, Master of the Ironanvil Guild. Ruler of the Smithing guild, he is the representative of the miners, smelters, and smiths. He is a hill dwarf male, originally from Khamar.
Pellanor, Master of the Hornbeast Guild. He is the representative for the herders, shearers, and butchers. With the abundant pastures around the city, his votes carry a lot of weight. He is a half-elf male ranger. His unbending stance against any negotiations with nearby lizard man tribes leaves no mystery to his chosen enemy.
Thinnaroth, Master of the Weavers Guild. He represents the weavers, and the cloth and clothing merchants. He is a human man male. He wields the least power in the council.
Elrie of the House Imaldir, Mistress of the Goodloaf Guild. She represents the bakers, cooks, and food merchants in the city. She is a tallfellow halfling female from Ssuri. As someone who can slow or stop the flow of food to the large population in the city, she is always heard when she speaks in the council meetings.
Daeberion, Master of the House of Battle. He is the High Priest of the Church of Ladizar, God of War. A human male cleric, he represents the guardsmen, the church of Ladizar, and the mercenary (and adventurer) guild - The Meadowguard Guild (which he is also the Master of).
Edir of the Snowwood, Master of the Builders Guild. He represents the stonemasons, builders, street sweepers, engineers, and carpenters in the city. He is a half-elf male craftsman.
Nimfagol "Manycoin", Master of the Lenders Guild. He represents the moneychangers, caravan drivers, caravan organizers, and tax collectors. A shrewdly calculating human male, he is suspected of being a thief.
And finally; Lady Temalil, The Destroyer. She is an advisor to Elgin, and Mistress of the Thunderfire Guild. While not a school, the Thunderfire Guild represents all wizards and magicians living in Ilnyr. Technically mistress of the smallest guild, she wields power second only to Elgin. She is an elf female archmage.
A city as large as Ilnyr needs a large guard force. Thankfully, the city never lacks for competent swordarms. The guard force is known as the Riverguard. Their headquarters is the largest building on the waterfront. The Riverguard is made up of almost 4,000 guards, sergeants and captains. Typically, a guard patrol will be 4-6 guards along with a senior guard. Sergeants are in charge of 6-10 patrols, and captains in charge of 4-6 sergeants. Guards wield clubs, nets, and staves.
As for the city’s defense, a standing army of only about 2,500 soldiers is on rotation, patrolling the lands around Ilnyr. They are bolstered by the Meadowguard, a mercenary company led by Daeberion of Ladizar. They are adventurers and mercenaries paid to eliminate monstrous threats as they are found.
In times of need, the Thunderfire Guild makes themselves available to add to the magical defense of the city, particularly against airborne threats.
The city has a diverse makeup of races amongst its’ citizens. Humans dominate, but there are large numbers of half-elves, elves, and dwarves in the city. There is a halfling neighbourhood of almost two thousand halflings and a church to Elmarie in the northern part of the city.
More than 60,000 people call the city home, making it the most heavily populated of all the human, elven or dwarven cities. With that many people, the farms within 40 leagues all bring their food there to sell. Ilnyr imports more food than the nation of Siria consumes in a year.
