The Quartermasters

The Quartermasters are the civil administrators that run the city on a day-to-day basis. Appointed (and removed) by Nocratha himself, these senior bureaucrats have complete authority over their district (roads, sanitation, food, taxes, guards, etc), subject only to the Stargazer’s veto (since his merging, however, Nocratha shows scant interest in governance). The politics of the quartermasters is complex; shifting from general stability to factional warring for resources, recognition, and/or the Stargazer’s favor.
