There is a race or class of shadowy greater gods, the Eldest, who control how much refinement is required to convert void to land. What the mortal races are as Psychic Energy and Soul Energy farms and cattle for the gods, the gods and mortal races combined are the producing engine for these greater gods.
The Eldest aren't searching for a kind of energy. Probably. They believe they're seeking redemption in an idea. They've forgotten why they need redemption, the answer to The Question, they don't know what they need to achieve it, but they believe they'll know it when they see it. The entire mixture of gods and mortal races, Psychic Energy and Soul Energy, land regions and voids, all of this is an evolutionary engine to drive gods and mortals to think, invent and create things to be observed.
The Eldest care little about fleeting trifles such as individuals, nations or even gods; they only care that there's enough balance to drive growth in creativity and invention, that there's enough strife that people find new ways to overcome, and that the world never becomes truly stuck in any one state.
The Eldest aren't omniscient, but they are wise; they aren't omnipotent, but you couldn't tell; they aren't omnipresent, but they're almost as swift as their influence.
This may not be the first time they've seen this world born, and it won't be the last time they watch it burn.
