Poor kingdoms on the border of the Kingdom of Aquila and the Empire

The Nine Kingdoms, on the eastern edge of the Kingdom of Aquila, bordering with the Empire, is a rocky, hilly, land with poor soil and poor desperate people.

Imperial roads through the Kingdoms have been cut off with destruction of the bridges that gap the ravines over the fast flowing rivers in the region.

Because of this, the Nine Kingdoms have maintained a measure of independence, though Aquila is trying to change this.

UPDATE: The Empire and the Aquila are rapidly rebuilding the bridges so they can resume their territorial wars on Aquila's eastern front. The Empire has retaken and rebuilt a major city in lands conquered by the Eldritch Lord and his hobgoblin army.
