The Confederation of American States (CAS) is a nation forged from defiance and shaped by survival. Rising from the ashes of the fractured United States, the CAS is a sovereign entity encompassing the southeastern territories of what was once America. Its capital, Atlanta, stands as both a jewel of progress and a crucible of conflict, a microcosm of the nation's strengths and flaws.

While the CAS proudly touts its representative democracy, the reality is far more convoluted. A decentralized government grants significant autonomy to its 13 member states, but this also creates a labyrinth of conflicting laws and regional power struggles. The federal government, based in Atlanta, often finds itself hamstrung by the states’ fierce insistence on independence, and behind the scenes, corporate lobbyists manipulate policy to suit their interests.

Recent years have seen an escalation in political strife. Several governors have openly clashed with the federal government over issues ranging from military budgets to megacorporate oversight. The Governor of Texas, emboldened by the state’s economic power and vast private militias, is rumored to be quietly rallying support for greater autonomy, while smaller states like Mississippi complain of being overshadowed and underfunded.

Corporations wield immense influence in the CAS. Hisato-Turner Broadcasting controls the flow of information with an iron grip, shaping public opinion to suit its agenda. DocWagon provides crucial healthcare and emergency services but operates on a profit-driven model that often leaves the poor to fend for themselves. Coca-Cola, still a cultural icon, hides its involvement in questionable business ventures behind a squeaky-clean brand image.

Conspiracy theories about the corporations abound. Some claim that Shaw Textiles is using factory workers as unwitting subjects in experiments to create biochemically enhanced laborers. Others whisper that Global Business Computers is running illegal surveillance operations on behalf of the federal government. These rumors are neither confirmed nor denied, further fueling public mistrust.

The CAS military is a formidable force, its ground troops among the most numerous and well-trained in North America. The Navy’s submarine fleet is feared worldwide, and its Air Force boasts cutting-edge drones and stealth aircraft. Yet, the military’s focus is not solely on external threats.

Quarantine Zones pepper the CAS, containing those infected by the Crossed plague. The military enforces these perimeters with lethal precision, yet rumors persist of breaches and government cover-ups. Adding to the chaos is the subterranean menace of the Tyranids, whose hives periodically emerge in rural areas, necessitating large-scale purges. The enigmatic Rapine Wind has also been sighted in isolated incidents, leaving only devastation and unanswered questions in its wake.

Crime and corruption are rampant in the CAS. The Russian Mafia has infiltrated cities like New Orleans and Houston, trafficking everything from weapons to black-market bioware. In smaller towns, street gangs such as the Razorbacks and the Crimson Dogs enforce their own brutal laws, often clashing with overstretched law enforcement.

Even within the government, betrayal festers. A whistleblower recently revealed ties between high-ranking military officials and private corporations, prompting a scandal that has yet to fully unfold. Investigations are underway, but few expect true accountability in a system where so many have vested interests in maintaining the status quo.
