Hainan's main business it as a tourist getaway although it's open door policy of allowing everyone irrespective of race or ethnicity is free to enter and leave as they wish. Relaxed government involvement, strategic location and the free flow of people have turned Hainan into a major international espionage nexus although there is a gentlemans agreement for groups not to mess with each other on the island so as to not annoy the Bai Zhenzhu.
