Once a member of the Xia Kingdom, Ningxia become an autotonimous zone of ethnic minorities during the People's Republic. Since the collapse of China, Ningxa has had to struggle with Gansu warlords and the expansionary monarchy of Shaanxi, but has maintained it's independence.

In 2036, there were reports of large areas of the northern provinces undergoing accelerated desertification and unusual background count. Local rumor blames the huangren (desert people), individuals seen wandering the once-fertile wastes. These huangren are protected by disfigured desert spirits which attack any who approach them, which feeds speculation that they are toxic desert shamans.
