03/02/25Raccoon City, located in Arklay County in the United Canadian and American States (UCAS), was originally founded as a small industrial city in the mid-1800s. By the late 20th century, it had grown into a thriving urban center with a population of over 200,000 people. The city was strategically positioned near both major highways and railroad connections, and it became a key hub for manufacturing, commerce, and trade. However, what made Raccoon City unique was its corporate affiliations—specifically, its close ties to the Umbrella Corporation, which set the stage for the city’s tragic downfall.
Umbrella had secretly infiltrated Raccoon City for decades, starting with the establishment of a biotechnology research facility on the outskirts of the city, deep within the Arklay Mountains. The city, with its expanding population, provided the perfect environment for the corporation’s clandestine operations. They built hospitals, research labs, and a high-tech infrastructure, presenting themselves as benefactors of the city, all the while using it as a cover for their illegal biological weapons research, particularly their work on the T-Virus, B.O.W.s, and genetic manipulation.
The Umbrella Research Facility just outside Raccoon City, particularly the Arklay Laboratory, became a focal point for the company’s experiments. The company’s development of the T-Virus, initially intended as a bioweapon for military and corporate use, set in motion a chain of events that would ultimately lead to the city’s destruction. For years, Raccoon City's local government, law enforcement, and even the public were unaware of the nefarious research taking place just beyond their homes, believing the Umbrella Corporation to be a pharmaceutical company committed to the city’s well-being.
In 1998, everything changed when the T-Virus—a synthetic virus capable of reanimating dead tissue—was accidentally released into the population. The virus spread rapidly from the Arklay Laboratory, infecting local wildlife and humans alike. The effects were horrific: people began turning into zombies, while other infected creatures mutated into grotesque bio-organic weapons (B.O.W.s). The Raccoon City Police Department (RCPD) was initially ill-equipped to deal with the rapidly escalating situation, and the local government was slow to respond, allowing the virus to propagate unchecked.
The Umbrella Corporation, in its desperation to contain the outbreak, initially attempted to cover up the incident, even as its own staff and operations within the city became infected. As the outbreak spiraled out of control, Umbrella called in private mercenary groups and corporate contractors, but by then, the situation was beyond any form of containment. The city's infrastructure collapsed, hospitals were overwhelmed, and the infected roamed the streets, overwhelming Raccoon City’s police and emergency services.
The city descended into chaos, and soon the UCAS government, realizing the magnitude of the outbreak and the threat of the T-Virus spreading beyond Raccoon City’s borders, made the extreme decision to nuke the city in October 1998 to prevent further contamination. The destruction of Raccoon City was a devastating event, wiping out the population and many of the infected, but the bioweapons and viral agents still lingered, with some of them mutating and evolving into new forms in the aftermath of the detonation.
In the wake of the nuclear strike, the UCAS government declared Raccoon City a closed zone—a desolate wasteland, a quarantined zone that was deemed too dangerous for any future civilian settlement. Raccoon City’s ruins became the new Raccoon Wastes, an area steeped in radiation, viral contamination, and residual mutations. In the years following the bombing, the Raccoon Wastes became a site of interest for scavengers, rogue groups, and corporate mercenaries seeking to recover whatever Umbrella secrets remained hidden in the wreckage.
While the UCAS government tried to publicly distance itself from any complicity in the Raccoon City Incident, corporate factions—particularly those involved in biotech, pharmaceuticals, and military weaponry—sought to cover up the full extent of the disaster. Many influential players, like Tricell, Fenris Biotechnologies, and Tyrant Industries, sought to seize Umbrella’s remaining assets, technologies, and research, including samples of the T-Virus and its various mutations.
Over the next two decades, these factions fought in the shadows to control the remnants of Umbrella’s bioengineering research, using it to fuel the ongoing Corporate Wars. Raccoon City’s legacy—both the virus and the bio-organic weapons it spawned—became highly coveted assets, and certain underground groups or rogue scientists continued Umbrella’s work, pushing forward with the same reckless disregard for human life that had led to the city’s downfall.
By 2040, Raccoon City exists as little more than a haunted memory—a cautionary tale of corporate greed, bioengineering gone wrong, and the destructive consequences of unchecked ambition. Yet, its impact is still felt across the UCAS and beyond.
The Raccoon Wastes are a no-go zone for the most part, but several factions continue to raid the region in search of valuable Umbrella assets buried beneath the ruins. Though the nuclear strike wiped out most of the city’s population, survivors and mutated creatures are said to still inhabit the area. T-Virus strains continue to evolve in the contaminated soil, creating new forms of infected creatures and bioweapons, which are often sought by mercenary factions or used in corporate espionage operations.
Despite the official narrative pushed by the UCAS government, Raccoon City remains a symbol of corporate hubris and the consequences of tampering with nature. Private military contractors, biotech firms, and rogue corporations continue to dabble in bioweapons research, some under the guise of legitimate pharmaceutical development, while others operate completely in the shadows. Raccoon City’s legacy serves as both a dark warning and a powerful lure for those seeking to recreate or finish what Umbrella started.
Environmental Hazards: The Raccoon Wastes are a radiation-soaked, dangerous region filled with unpredictable mutations and T-Virus-induced creatures. Mercenary groups and corporate expeditions enter the area regularly, risking everything for the chance to recover Umbrella's remaining research or biological assets.
Corporate Pursuits: Umbrella’s assets have been sold, stolen, or absorbed by other companies, like Tricell and Fenris Biotechnologies, who continue to develop bioweapons, T-Virus derivatives, and genetic mutations in secret labs across the UCAS.
Outsider Movements: Survivors or scavengers who lived in the outskirts of Raccoon City before the strike have been left to fend for themselves. Some have become nomadic wanderers, while others have banded together in small communities, hiding from the corporate factions that occasionally raid the Wastes for Umbrella’s technologies.
The Official Story: The UCAS government has largely erased Raccoon City from public memory, relegating it to a historical footnote. Officially, the city is a symbol of the need for corporate regulation, but the deeper corporate ties and the nature of the event are hidden or dismissed as conspiracy theories. Some still seek to uncover the truth.
The Ultimate Legacy: Raccoon City’s destruction marks the birth of the Corporate Wars—the ongoing battle between powerful megacorporations for control over the most dangerous and valuable resources in the world, including biotechnology and genetic weapons.
Raccoon City, though physically destroyed, lives on as a haunting legacy in the world of Alternate Earth 2040. It remains a tragic symbol of unchecked corporate greed, unethical experimentation, and the dangers of biotechnological progress. The ruins of Raccoon City, buried under ash and radiation, are a dark reminder of a world that teeters between human progress and absolute ruin, and its ghost lingers over the world like a shadow cast by the horrors of the T-Virus.
