It is a relatively new city, established just a decade ago when Liblyra declared herself Queen of the Atoll and transformed the once-flat-topped mountain into the bustling hub it is today. Despite its rapid rise, the city remains unfinished, with many of its grand buildings and infrastructure lying dormant due to a lack of foreign recognition and the queen’s struggle to form diplomatic relations with other kingdoms.
High stone walls with watchtowers surround the city, giving it a defensive air, though much of it feels underdeveloped and sparsely populated. The viewer can see empty merchant districts and grand squares, filled with architectural beauty but devoid of the bustling activity they were built for.

The Mountain-Crowned Capital:
- Liberia is perched atop a formerly flat-topped mountain, with the city gradually cascading down its slopes toward the surrounding lagoon. This elevated position makes the city a commanding presence on the atoll, visible from most of the other towns and serving as a central point of authority.
- The city’s layout is both planned and grandiose, reflecting Queen Liblyra’s vision for a thriving capital. Wide streets, towering buildings, and large public squares dominate the landscape, though many of these spaces remain eerily empty.

Fortifications and Monumental Architecture:
- One of the city’s defining features is its towering Palace of Glass, a shining edifice that sits at the highest point of the city. This palace is Liblyra’s residence and the center of political power in the atoll. Constructed with crystal and glass that shimmer in the sun, it symbolizes both the queen’s ambitions and the mystical energy she commands.

- Liberia’s population is eclectic but smaller than one would expect for a capital city. About 20% of the population are Avianarius, using the city as a base for travel and trade across the atoll and beyond. Another significant portion includes water-dwelling races who have settled in the lower parts of the city, near the lagoon.
- Many of the remaining inhabitants are scholars, seers, and individuals drawn to the city by its mysticism and the allure of Liblyra’s power. The city also has a transient population of adventurers, sailors, and diplomats who come and go, often passing through without staying long.
- The Queen’s Inner Circle:
- Liblyra’s inner circle consists of a group of elite seers, mystics, and advisors who are fiercely loyal to her. These individuals help her interpret visions, manage the city’s affairs, and work toward establishing diplomatic relations with foreign powers.

The city of Liberia is broken into different districts.
- The Bridge. (Grey) This raised walkway winds up the mountain to smooth access to the city.
- Artisan's District: (Maroon) This is where the craftsmen and artist live and work. They are paid by the crown to produce fine work, and their housing is free.
- Visitor's District: (Blue) This is section holds several inns, taverns, Diplomat's homes (or they will be) and governmental offices to greet visitors. The large governmental building also is set up to dock up to 8 airships comfortably.
- Civil District: (Teal) This district houses various governmental workers, and the several of the entertainment buildings.
- High District: (Maroon) This district is where the monied individuals live, or set up homes. (There a few underground houses that only have an entryway up top.)
- Guards District: (Drab) This area has housing for all of the guards, a building for organizing the guards, with access to the wall.
- Coin District: (Green) This area is set up to house the bank, commerce building (round) and homes for individuals who work at these locations.
- University District: (Gold) This district houses a standard Mages College. There are several dormitories set up in this district as well, including some shops for the school supplies.

- Merchant District: (Yellow) This district includes the bazaar, and many brick and mortar shops. The large park with reflecting pool is also here.
- Palace District: (Purple) The palace which is surrounded by the homes of people who work at the palace.
- Home District: (Light Blue) This is the residential section for those who do not live in the other areas.
- Arena District: (Cyan) This area holds the arena, and various martial training buildings.
