Ruled by a powerful dragon, the metropolis is a unique blend of autonomy and imperial authority. Its governance is maintained by three law-keeping divisions: The Swords, The Hawks, and The Wolves. These divisions ensure order and justice in a city characterized by its diverse population and rich history. The city's skyline is dominated by the Imperial Palace and the towers of the Halls of Law.
