They use a vast network of spies, hidden cameras, and surveillance technologies to keep track of the Blue Hand’s operations and ensure that nothing threatens their dominance.

The Eyes of the Hand are the omnipresent surveillance wing of The Blue Hand.
They do not fight wars.
They make sure the war is already won before it begins.

Their responsibilities include:
Monitoring city infrastructure
Police scanner manipulation
Drone deployment
Intelligence fusion & predictive threat modeling
Feeding false intel to authorities

If the Shades are executioners and Steel Fangs are soldiers, the Eyes are awareness itself.
