Just off the road between Tamalir and Greyhaven (about where the number 4 shield is on the Descent map). It is just to the right of the main road between the mountains and the Hanging Woods. The road leading into town forks mostly from the Greyhaven direction (you have to travel back up that fork to get back to the main road). It is a 2 day ride to either Tamalir or Greyhaven. Its within the greater Barony of Cailn (The Scarred Crossroads). Shadowfall is a popular stopping point for caravans and travelers going between the two cities (and even to Nerekhall). The city symbol is a gold rampant lion on a red background. The city guard is also the military. There are about 150 active in the guard, with many of the townsfolk (100 more) as reserves (with varying equipment, but a town symbol tunic). The city guard wears half plate armor (AC 18+), along with a light steel shield (with town crest) and typically either a longsword, mace, or other common weapon. As a rule, they don’t carry bows, though some officers may carry a hand crossbow or be good with a thrown dagger (and may have minor personal magic items/weapons). About 50 wear chainmail (AC 15) and use longbows. These are basically the ones patrolling the ramparts or palisades. All have tunics with the crest. Some officers have full plate (a handful). The baron maintains 30 heavy war horses, for heavy cavalry (and these have plate-mail barding). Seige engines can be rolled out and into position as well. (typically heavy catapults and ballistae, though he does have a couple of cannons)…(these are only used for important targets).
Often, street urchins will be glad to guide visitors around the city for a few coppers. They can’t help much in the Inner Quarter though, as they cannot enter there. Ever so often, they’ll see a flat wagon loaded with people go by, like a “bus” for the town. (from Korbo’s Transport). Two-wheeled “cabs” are also available for 1gp (can fit 2 people). Most shops have a little flag they can put up if a customer needs a ride and no cabs are about.
When there isn’t a festival or tournament going on, the Commons area is typically a flea market of sorts. This is more to showcase items made by apprentices that live and work in the town. Travelling salesmen will typically be in the Barterstones area instead. Crime is low. The guard is lax, but there are more than a few retired adventurers to keep the city safe.
