The Human menace is gone. After millennia, the Benevolence is finally allowing mortal civilians to return to their birthright, Terra.

Mortals were not designed for the Outer Planes; nor, indeed, for the Astral Plane or the Elemental Planes. Living long-term in such places suffused with magical energy is inherently dangerous to mortal beings, not to mention the denizens of the Outer Planes themselves. After many millennia away, the people were clamoring to return to their ancestral home.

With the verification of the total demise of the Orphan race, the Benevolence loosened the Deus Shell and begun to send expeditions with the intent of establishing the first (official) mortal Terran settlements since the Exodus.

The Malice were quick to follow suit, sending what forces could be spared to claim their own territories on Terra. A few years ago, yet another war broke out between the factions of the Malice, which occupies most of their respective attentions. 

For a few centuries prior to this sanctioned emigration, various lesser powers within the Benevolence chose to use Terra as an exile of sorts. Since it had been the domain of Orphans, it was assumed nobody could survive long there. This assumption was wrong; the exiles found a hostile but empty world. Orphans were already apparently long since gone, and the survivors (and the descendants of the survivors) of this sentence would go on to regroup and settle permanent communities of their own in the bones of Humanity's ruined civilization.  The practice of using Terra as a dumping ground for prisoners and criminals quickly spread across the Planes, and the population of surviving exiles gradually grew, comprised of castoffs from all walks of life. These exiles and their descendants collectively became known as the Banished. 

Recently, whole cities have begun to return to Terra from their temporary homes abroad in the Planes. Metropolises like Avalon, Shangri-la, Ubar, Xibalba, Zion, Ne-no-kuni, and Naraka, among others, have all returned one by one, and all have found that the vestiges of humanity make for a hostile world.

The reasons for returning to their ancestral home are as varied as the people that make the journey. For some, this is a religious crusade of sorts; for others, a chance at a fresh start. Some wish to return simply to start a family. Still others come to Terra to as refugees from conflicts abroad, or to hunt exotic and dangerous Terran wildlife.
