The Invisible Empire is not a traditional criminal syndicate; it is a hybrid entity — part intelligence network, part industrial conglomerate, part occult society. It operates through nested cells that are unaware of one another’s full purpose. Each cell serves a function in a greater mechanism designed by Dr. Yen Sin himself — what he calls the Mandala of Control.
