Bull's Forge is owned by a wizened old halfling gladiator named the Bull.  He made a name for himself as a tough competitor in the Arena some 50 years ago.  The Bull is a decent person who has 5 slaves who he pays under the table so as not to around the suspicion of the Slave Master.  As a gladiator, he cannot own a slave, but instead can rent them from landed gentry.  paying drowing slaves is strictly forbidden and could result in the loss of his forge.
