Upper Wards

The City of Sharn is divided into five main Quarters, each of which is itself sub-divided into several different Wards, distributed between the upper, medium, and lower levels of the city. Each ward is in turn a collection of Districts.

The districts in Sharn's upper wards are the domains of the rich and powerful. Here you'll find the finest goods and the most expensive services.  Weapons are not permitted in many of the upper wards and there are regulations and permits required for everything.  Many of the residents of the upper wards follow the credo of "good neighbors keep high fences."
